Meeting Minutes

Attendees: Kim Anderson, Candace Chappelle, Beth Hindman, Kathy MacKay, Lucila Loera, Katherine Banks, Nikki Hinshaw, Catherine Cooper, Adriana McKinney, Douglas Yamamoto, Jim Mohr, Ann Goos, Karen Metzner, Sophia Gaither, Nicole Manzione, Kenitra Keeney, Sanaz Jarolmasjed, Judith McDonald, and Tiffany DeMeeileer

- First Amendment: How free speech interacts with hate speech and how do we balance the two?
- 2-page handout provided about the amendment, its history and the current protections of speech. (see attached)
- WSU can regulate its conduct process. We can focus on this when re-writing the policy.
Kim Anderson discussed the existing EP 15 policy and encouraged everyone to read the policy if they have not already.
- EP 15 policy applies to all students, faculty and staff
- Complaints against discrimination
- Objective view and Subjective View, how do we put this all into a policy?
Kim Anderson talked about policy structure
- What would our ideal policy look like?
- There are no limits on what we can do
- Need to keep in mind state vs university laws
- How should our sfructure look? Do we want to separate sexual harassment and free speech policy?
- Refer to WAC's or spell out WAC's?
Kathy MacKay discussed our current collaborative process
- University becomes aware of an event or protest. Usually this comes through the Dean of Students office. Depending of severity they then will notify:
- WSUPD
- Critical Incident Response Team (CIRT)
- Bias Advisory Response Team (BART)
- University has 3 goals they follow:
- Safety
- Do things legally appropriate - follow law
- Keep it educational - help students do it well, learn, be safe, be appropriate, be
- University DOES NOT:
- Want to make any arrests
- Want to create a student conduct case
- Media will play a role Social media, internal media, external media.
Candace Chappelle talked about splitting working group into 2 smaller subcommittees. Each subcommittee will work on their own timeline.
- Policy re-writing- New policy needs to be more readable, approachable
- Free Speech
There will be 2 phases of these groups
- Working phase
- Training/Education phase
We need to be completely transparent. Brandon Chapman will work on keeping the website up-to-date.
